Although the ICLJ was founded as a conventional congregation, its identity sometimes became ambivalent and bordered on an informal support group. The 501c3 status allows church ownership of a program while receiving otherwise unavailable state, corporate, and private tax-deductible money. Board structure is critical. Both entities, the church and the state, must have their individual criteria met.
