The author designed and implemented a program to meet that purpose using both the historical method and the statistical oriented method as it related to the ordinal level of measurement, to research the project. The author proposes that the fundamental secular belief that there is no external being called 'God' is consistent with the underlying assumptions of contemporary western culture, and must be seriously addressed by the religious community if evangelism of our culture is to be effective. Biblical texts are used to give couples a proper understanding of the purpose of marriage.  New reproductive technologies (NRTs) are examined in light of biblical ethics.  Guidance is provided to help couples accept infertility, or decide for adoption, or make decisions for using NRTs, or to be voluntarily childless for eugenic or other reasons. The procedure was to design a process to encourage more people to be active.  There was a survey of needs and a personal study of leadership that equips.  A small group Bible study was designed and taught to teach the priesthood of all believers, to help people discover spiritual gifts, and to learn personality type. Fifteen people participated in the Bible study. Awareness was increased.  An organizational system was designed for helping people begin to serve. A process was developed involving education on the subject of Christian preaching, study groups and survey instruments to gain congregational input prior to preaching, and an evaluative method to be used during and following a sermon.  The process was then initiated and carried out in a congregational setting.
