The project design consisted of a didactic seminar, the establishment of a tourism ministry committee, training and planning sessions, and the church's approval of the committee's recommendations.  Experimental and descriptive research methodologies were used with seminar participants and tourism ministry committee members. Statistically significant growth was measured in seminar participants' understanding of the biblical concept of mission (p=5.19) and committee members' development of basic leadership skills (p=1.44). A sample group of adults was trained in discipleship for the purpose of developing a discipleship program.  A pretest and posttest were used with the committee and a control group.  A survey revealed areas of interest in discipleship, and the committee developed a program based on the results.  The program was evaluated by church leadership and outside parties. Chapter 3 describes the model and explains its implementation.  The results of the model's implementation are recorded in Chapter 4 as the model's building blocks become manifest. The pastoral profession was explored to explain why the pastor has an advantageous position to influence and teach people through preaching so that one-on-one counseling can be avoided as much as possible.  The Apostle Paul is used as a model to demonstrate how this could be done within a local church.
