People are seeking such a fellowship and when the covenant fellowship is not found in a particular congregation, seekers look elsewhere.  The ministry challenge addressed by this thesis is the intentional introduction and cultivation of interventions to develop characteristics which will move an aggregate congregation toward becoming a covenant fellowship, thus becoming more attractive to the seekers as well as more responsive to their needs.  The conclusions reached in this study are that it is possible to create those physical characteristics of a covenant fellowship within a congregation which make a difference in retaining active members. Chapter 2 focuses on selected hermeneutical concepts that should be addressed if one is to have an enlarging view of Scripture and its use in preaching.  A clearer understanding of the inspiration of Scripture is examined from a cultural-historical point of view. The methodology of this project is centered on an approach to discovering data through the use of a survey instrument.
