Building a church-planting culture in a confessional Lutheran Setting takes a look at the extent of the problem and offers a solution through exponential church planting. However, this thesis is not a 'how to' for church planters, churches or denominations. Nor does it address how denominations (Lutheran or otherwise) can and should plant churches. Rather, it primarily addresses how confessional Lutheran churches, specifically Wisconsin Evangelical Lutheran Synod (WELS) churches have the privilege and the theology to plant churches exponentially. It is the author's prayer that WELS churches would be motivated to plant churches exponentially through the ideas shared in this thesis. This thesis explains the need and the theological implications of pursuing and implementing. It proposes and tests a model for a dismissal process and then evaluates that model. The model proposed consists of a four stage process: discernment, negotiation, dismissal, and reception. The most recent research also demonstrates that burnout is a factor faced by those in the pastorate.  There are specific causes of pastoral burnout and there are specific ways to prevent burnout and be restored from burnout.  The Scriptures demonstrate that the nature of ministry places the pastor at a high risk for pastoral burnout.  The burnout of the prophet Elijah in 1 Kings 19 is the framework for a ministry of preventing pastoral burnout. Kingdom outposts are the locus of R \u0026 D.  Haiti suffers extreme poverty in spite of decades of evangelism and conventional R \u0026 D. This is being undertaken to produce greater effectiveness in the preparation and training of new candidates. The agency's candidates are Christian professionals who are placed in very difficult fields. Increasing the effectiveness of pre-field selection and training will help insure long-term presence in these fields. An overview of biblical themes and a literature review found that there are many areas to identify and assess. The use of two survey instruments was employed to gather data from field leaders and workers.
