Four questionnaires were responded to by 64 Zairian Mennonites and 10 Mennonite missionaries. Historical research was done at the Africa Inter-Mennonite Mission (AIMM) headquarters in Elkhart, Indiana.  Used also were interviews, missiological writings, biblical research, and the writer's missionary experience. As a result, a single program was begun in 1988 based on the cultural context of Zaire that integrated all the existing forms of leadership training to recruit and train the leaders needed to serve the entire denomination and the local churches. This thesis discusses the universal problem of nominalism and offers a plan to reduce the high proportion of nominal Christians through the introduction of a specialized training program for pastors which concentrates on nurturing and discipling new converts to the point where they become self-motivating.  The author highlights anthropological and historical factors which have contributed to the problem of nominalism. This paper studies the reasons for church-mission tensions and proposes general solutions leading to a specific strategy.  The author, in addition to library research, draws upon his own personal experience of 13 years in Zaire.  A new model for church-mission partnership, characterized by mutual responsibility and interdependence is suggested. Called 'project mode,' this new paradigm for participatory partnership was submitted to 23 mission organizations for their evaluation.
