This lack of integrity has contributed to a multitude of dysfunctional clergy. Sexual immorality is not predicated on race, gender, status, personality, or intelligence and is ultimately the minister's choice. It uses the Defining Issues Test designed by James Rest of the University of Minnesota as an instrument.  The research finds no persons operating at post-conventional stages and 95.5 percent at the conventional stages.  Average P score is 52.3.  The author believes that the results would be similar in most institutions. Seminars taught enhancement of communication, resolutions of conflict, and time and money management skills.
