Factors that discouraged pastors from being evaluated were discovered and addressed.  The report outlines problems affecting pastoral evaluation and describes a process that allayed pastors' concerns about evaluation.  Methodology included surveys, interviews, and the involvement of pastors, laypeople, and church administrators in developing an evaluation process and instruments. Lay visitors were recruited and engaged in ten training and supervisory sessions.  During three months they visited active and inactive church members.  Parables of Jesus provided a framework for understanding the visitations.  Listening, caring, motivation and other pastoral skills were demonstrated, practiced and applied.  Various problems and opportunities were encountered and dealt with in recruiting, motivating, and training visitors.
