Pentecostalism has been seriously penetrating among the Lutheran members to the extent that some of them do not value the Lutheran Divine Service. They claim that the Lutheran Divine Service is not spiritual because it is guided by the book or written materials and therefore, not spiritual. The study made a survey of the use of the ELCT hymn book for worship called Tumwabudu Mungu Wetu (TMW) which has biblical contents. The project results proved that many Lutheran members in ELCT did not fully understand and believe what is contained in the book. It considers how preaching through a framework of substitutionary atonement, can help shape the incorporation of this doctrine into the congregation's life and self-understanding.  The paper uses as a framework the theology of Thomas Torrance, who combines reformed soteriology with patristic Christology to overcome some of the objections to this doctrine.   Exodus 34 and the prologue of John's Gospel form the biblical basis for this approach to substitutionary atonement. The project director will determine the church's need for revitalization by analyzing the demographics of the surrounding community and performing a church health survey with the membership.  The project director will research the field of church revitalization to determine the best practices for developing a revitalization strategy, then the project director will train the church council and other leaders to develop a revitalization strategy.  The project director will present the completed strategy to the church for approval during a business meeting.  Experts in the field of church revitalization will be used to evaluate the process and finalized strategy. While the Church is possessed of rich foundational resources capable of providing bioethical guidance, the data obtained through field research suggests that clergy are either unaware of such resources or face difficulties or confusion in locating, interpreting, and applying them. The project director utilized the Transformational Church Assessment Tool and the Prompempo International Church Missions Profile to assess the current health of SURV Church.  A demographic study and interview with a Missions organization helped determine a wellness baseline.  The director studied the Bible, theological resources, and other healthy church practices to determine healthy indicators and best practices.  The project director developed a health strategy with the support of church members input.
