Research into how to lead short-term mission trips was used to develop teaching plans to equip the members of the group, who had the opportunity to commit to leading a short-term mission project within the next twelve to eighteen months from Stetson Baptist Church.  The project director used evaluation of the research from Philip Pinckard and Boyd Hatchel, training in writing teaching plans from Design for teaching and training by LeRoy Ford, evaluation of the teaching plans by Susie Lowry, evaluation of the training by Kevin Lowry, and evaluations by the selected group upon completion of the training. This project took a select group of staff and lay-leaders meeting in small groups and facilitated the development of their emotional intelligence and spiritual maturity. At the end of the process, the participants committed to reproduce this process with a group the following semester. Learning theory and sociological dynamics helped shape the small group atmosphere. The project rendered that character formation effectively takes place in a small group setting. The project included a quantitative and qualitative pre-test, post-test design that assessed knowledge, and awareness of the formational counseling model. The pre-test assessment showed students had little knowledge of formal counseling. Upon completing the semester long class, administering the post- test assessment revealed the success of this project. In developing a process to help churches with this transition the writer sought to adapt the principles of Policy Governance [trademark symbol]. The senior ministers of four churches that have had a governance transition by applying Policy Governance principles were interviewed and a pilot program with middle-size churches was conducted. The process included developing a manual for a training seminar and sample guiding principles for follw up consultation. This project is an attempt to develop a strategy for effective disciple-making and leadership development in a college town church that has a very high turnover rate and a big potential to reach out to scholars from China. In a six month period ideas of the proposed approach were communicated to three groups of participants in multiple sessions of the groups' regular meetings to test the new model's effectiveness. During a six-month period, twenty-four lay leaders utilized Participatory Action Research by engaging in cycles of planning, action, and reflection. Findings from the project included characteristics of effective leadership, leadership expectations, and the importance of resolute action to achieve initiatives for revitalization. Twelve people from Mission Village Baptist Church were trained for one month in the subjects of evangelism, missions, and the culture and customs of Tijuana, Mexico. Then, five people spent two months making four evangelistic mission trips to Tijuana, Mexico, implementing the training they had received. The methods used in this project entailed designing an equipping and training model of evangelism to reach the non-Christians in Tijuana, Mexico. Participatory Action Research (PAR) provides an intentional systematic approach for this endeavor. Nine cycles of planning, reflection, and practice of spiritual disciplines resulted in a gradual transformation among participants. Key elements of pastoral life are noted as inseparable from the process of spiritual formation: calling, commitment, community, and conflict. The change experienced during the research process became a catalyst for initiating spiritual formation processes for pastoral leaders.
