The Zimbabwean United Methodist Church is continuing to experience considerable numerical and spiritual growth. However, pastors do not have educational resources which are adequate to train new members and mature old ones. The preparation of candidates for baptism and confirmation is identified as a critical need and the project focuses on developing materials to be used by pastors in this preparation. The intent is to equip pastors with teaching strategies and tools (rather than lesson plans), and material is compiled from historical and biblical perspectives. Resources utilized include conversations with district superintendents and pastors, surveys of church members, and archival material accessed in Zimbabwe. By so doing he aims a proposing a new paradigm for mission policies. Focusing on the Korean Presbyterian Church, the primary objectives were : 1) to shed new light on the historical roots of world missions in the Korean church and weigh the biblical and theological basis of missions in the Korean church; 2) to compare various mission policies of denominational mission boards and agencies, then propose new policy directions; 3) to set the future task of the Korean missions as a 'peace mission' building a unified national church in preparation for the ultimate unification of the two Koreas; 4) to submit a new mission policy paradigm for the Korean church in the 21st century and prepare for shifts in world affairs. It uses his primary works (especially City of God, Confessions, On Christian teaching, Commentary on Galatians and 84 propositions from the Epistles of Romans) as they develop Paul's theology of sin. It builds a theological foundation (based on four theological issues about sin: its origin, its nature, its consequence, and its remedy) in order to establish a correct understanding of the topic of sin in a contemporary context. Ultimately, it utilizes that information to develop a practical theology that is integrated into applicable Christian living in four areas: soteriology, evangelism, ecclesiology, and discipleship. In order to determine this, the researcher created an online questionnaire that was completed by pastors from different regions of the United States, and the researcher also conducted face-to-face interviews with pastors who have implemented numerous changes in the congregations they lead without creating significant conflict. The thesis is that in contexts where Directors of Missions relate to multiple Baptist Associations this unique model offers increased opportunities and possibilities of enhanced ministry effectiveness and relevancy while maintaining the historic/geographic associational affinities. Chapter one includes a statement of the problem in the ministry context as a rationale for assessment and response. Chapter two seeks to demonstrate a workable strategic planning 'map' employed in the author's context with possible applications for associations considering consolidation. The map demonstrates how the theological and philosophical basis for the project was developed and implemented in the author's context. Chapter three provides preliminary analysis of the project application and leadership effectiveness with extrapolation concerning the future of the Heart of Texas Baptist Network based on the preliminary responses of constituents. The primary conviction of the author is that Baptist Associationalism stands at a time-critical juncture in light of quantum change impacting the world. This quantum change demands response from associational leaders.
