The research was undertaken in response to the challenge by local, state and national government officials to religious bodies who were encouraged to give their time and money to meet the needs of people which were no longer met through tax dollars.  A list of 98 different outreach services was identified. An original attempt at the project in a cooperative ministry setting was unsuccessful.  Theological considerations, congregational heritage, data gathering, specific steps of action, and long-range planning formed the core of the project.
