Through historical research, a thesis was developed that a public relations campaign was a suitable method for the effort.  With the assistance of the public relations committee, a nine-week public relations campaign was designed, implemented, and evaluated.  The project was an attempt to demonstrate the genuine concern First Baptist Church had for the surrounding community. This study shows that the context of the local church is now the mission field.  Therefore, evangelism must be a major element in the mission of the local church.  A socioeconomic and cultural study shows this community is much more diverse than people think.  Therefore, the church must be far more intentional and diverse in its contextual ministry. Census data from within the church membership is compared to community census data. Attitudes and feelings are measured by comparing a church member focus group with a focus group of community people not members of the church. This study finds that rural congregations can do quality evaluations of their communities. The author assisted a representative group in acquiring information and designing a ministry. Activities included sermons, surveys of new homeowners and the church, and interpretation of demographic data.  Evaluation involved pretest/posttest questionnaires, comparisons of data and critical observation.
