Special attention is given to a research-action project of the Alban Institute.  Insights of three area ministers (denominational personnel who serve as resources to local churches and pastors) concerning matters of long tenure are then summarized from interviews.  The main body of the work involves case studies of five pastors whose tenure in a given location has been from 7 to 14 years.  Written materials provided by each are examined and compared, after which highlights from personal interviews are reported. The author includes a study of attitudes toward persons with disabilities, and two questionnaires.  Some pastoral care theories and practices are reviewed.  Conclusions are affirmative of contributions made by pastors with disabilities.  Those who have 'been there' do create a better sense of rapport with clients or parishioners going through painful life experiences. Therefore, this study designs a needs assessment and an evaluation instrument for clergy in the Pacific Northwest Annual Conference of the United Methodist Church.  The development of these instruments includes: a clergy inventory; literature review; collecting and examining over forty current instruments from administrative bodies within the United Methodist Church, other denominations, seminaries, associations, institutions, and the business community.
