Therefore, this study designs a needs assessment and an evaluation instrument for clergy in the Pacific Northwest Annual Conference of the United Methodist Church.  The development of these instruments includes: a clergy inventory; literature review; collecting and examining over forty current instruments from administrative bodies within the United Methodist Church, other denominations, seminaries, associations, institutions, and the business community.
