After the research phase, the project director led the strategic leadership team in developing a strategy to facilitate a church plant. A qualitative study was conducted using grounded theory. Interviews with church planting experts, church planters, and an online survey were the primary data sources. The online survey helped triangulate the data and provided a quantitative element to the research. This research found that relational connectedness was critical to people hearing, connecting, and staying in a new church. Throughout the process, goals were evaluated according to specific standards that will maintain both quality assurance and product assessment. Their work, however, has not yet had a great impact on the Muslim sector of the population.  This study attempts to find solutions to this problem.  It consists of two surveys.  The first shows the attitudes and practices of the churches concerning church planting.  The second gives counsel from Muslim ministry workers on how to get the job done. The program stressed the personal-relational nature of the Gospel. The project implemented in the Mountain View United Methodist Church in the Fall of 1987.  It organized persons into small groups for study, sharing and reflection.
