Also, rather than indiscreetly misunderstanding the intention of others or judging them with a preconceived notion, we need determination to see them as individuals different from me. Questionnaires were administered and interviews conducted with reserve chaplains and congregations that have already experienced a mobilization and had a mobilization agreement. The secular law, women's studies, family systems theory, and leadership paradigms each offer challenges and opportunities. Questionnaires describing situations which could occur at any church were sent to members of the congregation.  They were asked to rank up to three members with whom they would discuss the situation and to offer the reasons for their choices.  The results of the data collected show that there was an informal group of individuals who were perceived to be the decision makers.
