This project studies this decrease through a review of the history of the Korean military chaplaincy.  It uses questionnaires to discover the current conditions in the military chaplaincy and adapts this information to the situation in the PCK. The first established present Mennonite practice.  The second, using the delphi technique, surveyed congregational members' responses about the Mennonite theological reflection process.  The third phase was model construction and field testing. It analyzes present varied practices used by Lutheran churches to call their pastors, measures attitudes towards their practices, and suggests viable alternatives. The method of study involves an examination of the call-placement process used by six Christian churches in the United States.  It also involves data from a sampling survey sent out to 450 Lutheran pastors and congregational presidents.
