Four goals were established.  First, to identify the human resource available. Second, to accumulate that data in a computer file.  Third, to provide for the use and management of the human resource data bank.  Fourth, to utilize that data bank to improve the quantitative and qualitative involvement of the laity. The pastor and session proposed a hypothesis which was that the establishment of a positive sense of self-worth, which would come about as a result of better self-understanding, agreement of purpose and setting of goals, would reverse the decline.  The hypothesis was measured by surveys. Visible increased activity was noted as was a stronger financial picture, as well.
