A train-the-trainer workshop empowered trainers to train leaders and lay people in the development of programs within Black churches in the Atlanta, Georgia area in order to prevent the abandoment of infants and children. A curriculum was developed and a four-phase process of recruitment was developed and followed in order to test the thesis in one local United Methodist church.  Foster parents were recruited and began to function.  The theology undergirding the project, including a discussion of the church-state issue, is included.
