IPR is effective for interpersonal skills training among clergy and seminary students. Can it be used to improve communication skills (articulating, listening, self-disclosure, openness, and conflict resolution) of parishioners in a United States Air Force (USAF) chapel? This qualitative action research project document describes the actual establishment of a congregational-based CPE program in Fargo, North Dakota.  Using this information and data drawn from the experience of five other founding supervisors of congregational-based programs, fourteen developmental steps and seven founding principles were found to be necessary in the development of a viable congregational-based CPE center. This project focuses on the teaching and instructing of pastoral ethics and professional boundaries within a program of Clinical Pastoral Education. Presenting issues that surround this subject matter, the author offers his experiences of teaching a ten-week seminar on pastoral ethics and professional boundaries to a group of students enrolled in the Clinical Pastoral Education program of the Verdery Center, Atlanta, Georgia. Student evaluations and feedback were used to evaluate the structure of the seminar. The project evaluated the effectiveness of the CPE program at Veterans Affairs Medical Center, Long Beach, California, considering benefits--spiritual, educational, and financial--for each group involved in the medical center. By using CPE students in its medical centers the Department of Veterans Affairs could provide an effective spiritual ministry at relatively little cost to the institution.  The project administered a questionnaire to 110 patients, chaplains, medical center employees, and CPE students, seeking to measure perceived benefits of a CPE program. A phone interview with fifty of the most recently hospitalized church members revealed a need for deacon visitation.  A survey of the deacons indicated that a majority desired to be better equipped for hospital visitation.  The training utilized the clinical pastoral education model including: seminars, case conferences, interpersonal relationship groups, and personal supervision. Teaching methods included patient visitation, group supervision, didactic seminars, and ministry reporting. Experimental and descriptive research methodologies were used with a control and an experimental group.  Student growth was evaluated in four areas.  Statistically significant growth (p= .o5) was measured in the area of self-concept.  No statistically significant change was demonstrated in the students' attitude toward hospital ministry. This approach has confused the pastoral identity of some students. The present study explores the use of religious history in clinical settings to clarify pastoral identity and enhance professional growth.  A basic clinical unit was designed to make extensive use of religious history. Disease frequently occurs when a patient's lifestyle is not in harmony with his/her attitudes, values and beliefs.  This study explores ways in which physicians and clergy can work together to foster wholistic health for patients.  The University of Michigan, Department of Family Practice has employed a full-time pastoral counselor/ethicist to further the cooperation between clergy and physicians.  Through a training program focused on counseling skills, clergy and physicians have developed comfortable working relationships. Four students enrolled in a 1/2 unit CPE course are researched in a quasi-experimental design focusing on selected roles and skills.  A pre- and post-test questionnaire and video-taped simulated supervisory sessions are used to identify growth.  Results are mixed, although directions for further inquiry are noted.  The curriculum is presented in detail and implications for teaching pastoral supervision to parish clergy are described.
