The study will demonstrate the relationship between preparation for baptism and participation in congregational life. Research considers a theological history of baptism in the early church, and a case study of Hopewell Presbyterian Church's baptism records and data from a congregational survey on baptism beliefs and practices. Having historical and theological observation, he proposed a new curriculum, which has the four-fold method of refinements that makes infant baptism meaningful: from a passive to an active motivation; from a nominal to a practical orientation; from short-term to long-term aims; and from a haphazard to a systematic infant baptism curriculum. Local churches should be more intentional and effective in their approach to baptismal instruction.  This project involved the development of a program of baptismal instruction, including the development of a baptismal policy by the local church session, the preparation of printed materials and a seminar for parents as well as a sermon series on baptism for the congregation.  The major conclusion reached is that the model of a group seminar can be effective as a teaching device as well as a tool for assimilating people into the congregation. Fifteen parish clergy in the Archdiocese of Baltimore were interviewed.  The history of infant baptism along with current canon law is examined to put the unchurched parent problem in context. It begins with a historical review of initiation into the Christian Church and includes an extended section of infant baptism. The experiential focus of the confirmation model contrasts with the more popular 'workbook' model. Project Associates and Consulting Faculty assisted the author in the planning, development, implementation and evaluation phases of the project.  Implementation was carried out in a six month period at Immanuel United Methodist Church in Elida, Ohio.  Six case histories were analyzed to evaluate the effectiveness of the materials and counseling sessions. Four sermons on baptism were preached during implementation. Pastors in three Presbyterian churches lead their elders in field testing of the design.  Participants take pre- and post-tests and provide concluding evaluations which show significant increases in knowledge and understanding of baptism.  Testing the design in churches with the pastors as leaders demonstrates that the program can be used effectively by others.
