The researcher approached this project from a postmodern theoretical perspective. Using grounded-theory and phenomenological methodology, the researcher surveyed parents and pastors through an online survey and follow-up interviews. Informed by the findings, the researcher developed a cooperative catechesis model that went beyond traditional catechesis approaches. Forty interviews were conducted, resulting in five implications: expectations of leadership by laity, congregational identity, congregational connections, life factors, and expectations of laity by leadership. The third article framework was used to clarify a genuinely Lutheran understanding of mission amid postmodern times, wherein Gospel proclamation and vocation were identified as integral to that mission. The author studies this in the local congregation by examining the implementation of a third article shaped congregational strategic plan (mission, vision, and strategy) and its impact on the formal organization and leadership structure of a congregation. Relevant history is traced from the first through the twenty-first centuries. Core principles are presented such as the ultimate authorities, principles of interpretation, communication, contextualization, dialogue, diapraxis, and diplomacy. A Lutheran communicative contextualization process is introduced and emphasizes quad-cultural communication. The biblical basis for strategic planning, involvement of all God's people, and eight approaches in the literature is reviewed. The perspective of outsiders is assessed and interviews with Muslims provide insider perspectives. The key concept was a good beginning - how a new pastor might make an intentionally good beginning.  In order to define a good beginning the Holy Scriptures and the Lutheran Confessions were examined, and LCMS district presidents were interviewed. They gave their definitions and suggested names of pastors who had started well.  Those pastors were then interviewed to add their insights. The existing resources were also examined. Six congregations had planted multi-site venues. One congregation had used both models of church planting. The primary component for information gathering was a survey seeking information on how each church decided which model to follow. To answer that question, 70 pastors of the Southern Illinois District, Lutheran Church -- Missouri Synod were asked if they ever used a pre-sermon Bible study to help the hearer listen to the sermon. A seven-week pre-sermon Bible study was developed and taught based on four filters of hearing. Those filters were logos, ethos, pathos, and community. A post-sermon survey was given and separated into two categories, those who attended the pre-sermon Bible study and those who did not. The results were fairly conclusive that those who attended the pre-sermon Bible study had a greater connection to both the sermon and the preacher. Summaries, conclusions and recommendations are included for pastors. congregations, and
