The project director researched the demographics of village pastors and created a profile describing the theological needs of Indian village pastors. The project director researched existing paradigms of theological education being utilized and determined best practices. The author considers the question: Is the Western understanding of spiritual formation appropriate to the majority world? Three cultural differences are compared: individualism/communalism, time/events and literate/sensate learning styles. With 1.2 billion people who belong to 4,693 ethnic groups and speak more than 400 languages it still is home to the largest number of unreached people groups in the world. The greatest need that the Indian church faces in the 21st century is for large numbers of dedicated and well-trained servant-leaders to serve the existing congregations and to reach the remaining unreached people groups and languages with the gospel. It is widely recognized that the prevalent dominant paradigm of training has many weaknesses that are adversely affecting the health of the church. This study looks at the ministries of a modality and sodality (Christian Evangelistic Assemblies and Bharat Susamachar Samiti/New Theological College) that have been closely working together with some success for more than two decades in northern India to learn principles that might help to alleviate these weaknesses. At first we briefly look at the history of the church and theological education in India. Then we look at the way the modality and sodality have worked together. The writer surveyed the churches and missions in India and South Gujarat. He discerned a biblical theology of New Testament leadership teams and their development. He studied the needs of leaders through a demography survey and developed a curriculum with resources from BILD. This curriculum had three stages: mastering the basic principles, building character and ministry concepts, and doing theology in culture and civilization. An instrument of evaluation consisting of interviews with principals and questionnaires of students and alumni was prepared and administered. The findings were analyzed.  It was observed that since institutional integration was not possible, nor advisable, the best way to cooperate and share resources would be to suggest degree program integration. This would assist to integrate knowledge, experience, and practical skills in a balanced way.  The proposals and advantages of degree program integration are discussed and it is proposed that program integration will better prepare ministers for Christian ministry in
