Because of the tension that exists between religion and government preachers find it necessary to comment on political issues which affect their congregations. These issues can include things like the actions of a local school board, the enactment of federal laws, and world and international events. This thesis realizes that ministers have great latitude in deciding upon the content of their sermons. Legislative and judicial prohibitions on sermon content are relatively minimal in the United States. However, to preach political sermons in a way that glorifies God and edifies the believer demands prayerful and thoughtful preparation. The study focuses on African congregations in the ELCA using the Oromo Evangelical Church as a case study. Oromo migration and the Missio Dei, Ethiopia's language policy and its impacts on Oromo language, conquest and incorporation of Oromo into the Ethiopian empire, and history of the Oromo Bible translation and persecution of evangelical Christians in Ethiopia were researched. After conducting research into the Baptist heritage of religious freedom, the author conducted educational events in five Baptist congregations in southeastern North Carolina in which he shared part of the Baptist story in this regard. This model in ministry uses a dual focus to explore this issue.  The case-study mode is used to examine typical internal church dispuites brought to court attention; seminars and questionnaires were conducted to ascertain pastors' level of legal acumen relevant to church operations. Based on Luther's understanding of 'the two Kingdoms', the project report discusses a person's responsibility as a steward of God's creation and the Christian's involvement in the church and the state.  A distinction is made between the management of the church as an institution and the management of ministry.  The project shows how the needs of a community may become a part of the agenda for the ministry of a local congregation and how this involvement can lead congregation members into thinking about community
