An analysis was done of the practice in Nebraska from 2000 to 2009. The knowledge and skill sets required by the General Board of Higher Education and Ministry of the United Methodist Church nationally were also analyzed. The current Nebraska practices and the national sets recommended were compared to best practice as seen in entry level seminary preaching courses. Authors who had written on this subject in the past five years were consulted. The thesis also examined definitions and directions through a questionnaire mailed out to five hundred protestant churches representing three Lutheran 'evangelical' denominations.  The thesis was tested through the efforts of a lay ministry team.  This group arrived at a definition of lay ministry and implemented their ministry through several case studies which are presented. The project report provides background on the traditional relationship of the pastor with his congregation in the Korean Church; introduces three key goals; and discuses this study's methodologies. The author presents the biblical, theoretical, and historical foundations for cell group ministry considering 'the church' as the koinonia associated with Paul. It also introduces aspects of the cell ministry movement in other locations, such as China, India, Africa, Australia, and Korea. The project discusses the disillusionment within the Korean church community due to changes in traditional religious, political and societal expectations.
