An analysis was done of the practice in Nebraska from 2000 to 2009. The knowledge and skill sets required by the General Board of Higher Education and Ministry of the United Methodist Church nationally were also analyzed. The current Nebraska practices and the national sets recommended were compared to best practice as seen in entry level seminary preaching courses. These models could be useful in energizing existing churches to participate in planting new churches. Limiting the focus to post 1979 starts, research was a combination of historical, quantitative and qualitative reviews augmented through interviews with pastors and laity possessing specific knowledge of individual church stories. Two potential models were examined: Elijah (2 Kings 2) for closing/merging and Antioch (Acts 13:1-4) for sending out.
