These models could be useful in energizing existing churches to participate in planting new churches. Limiting the focus to post 1979 starts, research was a combination of historical, quantitative and qualitative reviews augmented through interviews with pastors and laity possessing specific knowledge of individual church stories. Two potential models were examined: Elijah (2 Kings 2) for closing/merging and Antioch (Acts 13:1-4) for sending out. There are several considerations: rooted in Tongan Wesleyan heritage, have a contemporary youth worship in the English language, 'coconut theology' and effects, the non-trained preachers and the loss of skills to sing the Tongan musical notes. This dissertation responds to the challenges above and presents ideas and practices in the areas of leadership, worship, preaching, singing, theology and multicultural education. These ideas and practices were presented in a workshop to train leaders. A qualitative study was conducted using grounded theory. Interviews with church planting experts, church planters, and an online survey were the primary data sources. The online survey helped triangulate the data and provided a quantitative element to the research. This research found that relational connectedness was critical to people hearing, connecting, and staying in a new church. Relational connectedness is the willingness and ability to connect various relationships Adapting the main principle of value engineering to a ministry context resulted in an increase in faithful service among the members and a decrease in certain traditions that were hindering the effectiveness of the ministry.  Organizational efforts based on value management helped create several small groups called Little Churches. This project used a quantitative and qualitative research method with questionnaires to pastors of twenty-four Korean American churches which have implemented, or are currently implementing, the EE program for spiritual growth of new and existing members. The EE program has two weakneses in Korean American churches. One is a lack of networks of relationship, and the other is a lack of training and application for witnessing as a way of life. This project shows that the EE program is a good model of discipleship for evangelism-orientation, if properly adapted to Korean American churches. EE is not a canned evangelism program, but it provides a good model of relationship evangelism. This project recommends that the Korean American church needs to make EE their own, and adapt it to their own contexts.
