In response, the researcher interviewed sixteen congregants and six pastors from churches in the Washington, DC area about how they conceptualize and engage with pastoral authority. The researcher analyzed the interviews using a modified grounded theory approach. Analysis suggested congregants have an overreliance on a pastor's personal authority and an underdeveloped conception of a pastor's role authority. Wright from military chaplain to pastoral leader in civilian service.  It examined the correlation between the pastoral leadership demonstrated by Chaplain Wright and established leadership expressions and patterns.  This examination involved the review of many personal documents, review of his military record and interviews conducted with individuals from congregations he served as a civilian pastor. Using the Delphi technique, ministry professors and practitioners recommended 892 knowledge, attitude, and skill outcomes. These were synthesized to 99 outcome statements that were rank-ordered on a Likert scale resulting in the ten most effective outcomes for each domain. The final round of the Delphi elicited preferred learning experiences and assessment techniques. This project tests the presence of nine ministry models or role-sets in the Conference through a random survey of senior pastors, laity, Bethel Seminary faculty, national and district leaders.
