Shared process produced solid, satisfying decisions. Pastors cited improved communication and coordination. Statistical analysis indicated preference for participatory style. In the second Quadrennium it received greater support from the Church.  Within the Southern New England Conference a strategy was put into place in 1983.  This project focuses on that strategy and raises questions about its relevance. To determine the impact of the strategy, visits are made to ethnic centers, a structured interview is held with Bishop George Bashore and questionnaires are sent to district superintendents, pastors and lay persons. The results of the data collected show that there was an informal group of individuals who were perceived to be the decision makers.
