After a model of 'servant leader supervision' was constructed, pastors were invited to a two-phase workshop.     The first phase introduced the model, the skills necessary to implementing it, and culminated in the pastors writing their own supervision plans.  The workshop's second phase (a month later) focused on their implementation efforts. This supervision system incorporated the core elements of McCarty's model of a supervised ministry. Eight participants were selected from the staff team. They went through five training sessions and attained supervision sessions for four months. Most of the participants mastered the core elements of this supervision system.  In turn, they modified and applied it in supervising their staff members. Part of the process included team development and leadership skill development on the part of the author.  The process took twenty-two months to complete. People already in leadership positions in the church conducted the project. Resources were made available to them and they did the actual writing of the operations manual.  The author directed the activities of the group and worked in a collaborative manner.  Instruments were used to measure team effectiveness. This hypothesis was investigated using a group of eleven lay leaders who are responsible for the management of church committees and organizations.  The project group identified their spiritual gifts and their normal leadership styles.  The author conducted objective and subjective tests of the group's leadership performance level before and after the project.  He used the descriptive survey method to analyze and evaluate the group's performance.  The project group's leadership performance of eight normal leadership tasks increased 12 percent due to the training.  Objective application of new leadership skills also increased the participants' efficiency. It develops that planning strategy using the following assumptions: 1) lay people in the church are equipped for leadership; 2) lay people in the church desire to be a part of the planning process; 3) when there is a broad base of involvement in the planning process, there is more involvement in the implementation of the plan; and 4) when more people are involved in planning and implementing, it is more likely that goals will be reached.  The project is developed in cooperation with the Church Council members of Forest Avenue Baptist Church, Redmond, Oregon.  It develops goals and objectives for the 1986-87 church year.  The method of planning is adapted from that recommended by the Inter-Agency Council of the Southern Baptist Convention.
