This ministry project was conducted in two strategic locations: Milpitas, California and Shanghai, China.  The primary objective of the seminar was for the participants to gain a greater perspective of and to discover their role in missions.  Eighteen participants provided the survey data prior to attending the seminar and twelve completed the survey data after taking a trip. American missionaries together with Russian pastors wrote and compiled eight presentations on cell group methodology. Using the material, this team led multiple seminars with addressed practical dynamics of small groups. The project required consideration and study for the basis of cell church ministry from a theological, cultural, and urban viewpoint. Surveys and interviews provided insight regarding barriers and possible solutions for cell group development and multiplication in Russia. Twelve people from Mission Village Baptist Church were trained for one month in the subjects of evangelism, missions, and the culture and customs of Tijuana, Mexico. Then, five people spent two months making four evangelistic mission trips to Tijuana, Mexico, implementing the training they had received. The methods used in this project entailed designing an equipping and training model of evangelism to reach the non-Christians in Tijuana, Mexico. The project employed a seven-step process including the recruitment and commitment of team members; the pre-testing and post-testing of them to gauge their knowledge of and commitment to church planting; and training and dialogue sessions on the theology of church planting and theoretical presuppositions. She proposed creating the manual with input from recognized church planting experts, sponsor churches, and church planters, and revising it after it had been used by participating sponsors and planters.  The manual was evaluated as failing to motivate uncommitted churches to become sponsors.  It did assist sponsors and planters who were already committed. The project is theologically grounded in the holistic and ecclesiological nature of the mission of God.
