In the context of an eight-week, learning-focused, mentoring relationship, participants developed leadership and communication skills, and set goals for spiritual and ministerial growth. All participants showed growth in all specified areas in their final assessment of the mentoring program. The project director identified five leadership skills, five communication skills and five spiritual formation qualities necessary for ministry excellence. Five leaders were selected and equipped in cognitive ability, skills and affect for six months.  This equipping process included six training sessions, implementing the core elements of small group ministry: effective leadership, good community environment, balanced small group activities into the small groups and individual monthly mentoring.  All the leaders demonstrated spiritual growth and improved their understanding of the concepts and practical skills of doing small group ministry. The thesis is that Christian women, given the proper tools and authority, can more effectively impact economically challenged women.  A thirty-two-hour workshop was developed, the first of three phases, to begin empowering and organizing participants into a self-managed team.  They were led through Ken Blanchard's three keys to empowerment -- sharing information, clarifying boundaries to create autonomy, and developing teams to replace the hierarchy.
