The paper carefully chronicles the months of preparation.  It includes all correspondence between the author, the liaison representative and the chairman of the crusade.  A portion of the text is dedicated to the unique cultural practices which must be respected when a project of this size is attempted.  The project clarifies many of the details involved in conducting a cross-cultural evangelistic crusade. A smooth transition prevents unnecessary anxiety and mistakes.  The Installation Staff Chaplain and his staff are crucial to the process.  By sharing knowledge and experience they enhance the newly assigned chaplain's self-confidence, effectiveness, and early success.  The author's research includes twenty-two years experience on active duty as well as the study of books, pamphlets, articles, Air Force regulations, retreats, workshops, chaplain board materials, commander's presentations, lay and clergy group meetings.  Careful guidance gives the new chaplain an opportunity to develop his or her intrinsic value. After completing misisonary training he designed a project which trained forty village pastors in urban church planting and discipleship. Church growth is a product of the cooperative endeavor of a pastor and laymen.  For this project the pastors' Church Study Committee and the laymen's local Church Growth Committee were organized.  Seminars were held and questionnaires were prepared to identify church growth factors and their effect in the local churches.  The pastors' committee evaluated the questionnaires. The results were shared with the Church Growth Committee in each local church. Ministry referral considers community helping professionals to be partners in ministry.  In this project, eight church program leaders were trained to make appropriate referrals during a twelve session training course.  Training methods included resource persons, outside assignments and case studies.  Evaluation was based on a pre-test and post-test unit evaluation form and an application questionnaire. Sessions were videotaped for future use. Research included the reading of relevant books, the administration of a questionnaire and interviews and the use of inventive  instruments. Trainings given to the laity and their reflections and opinions helped actualize the project.  Consultations and studies with the professional pastors played a vital role in the work.  The project removed many of the doubts of the laity regarding their roles in their churches.  It also moved the pastors to accommodate their laity in church ministry. The library staff made a library holdings list.  They collected information from local media sources and put this in a media list for faculty use.  The library bought, borrowed and produced media for faculty and made long range buying plans.  A workshop was held to train faculty in the coordination of audio-visual media with curriculum and in the hands-on use of equipment. Faculty members said the project met their audio-visual media needs. The author selected eight people from the church for training and sought to inculcate within them the need to do personal evangelism. The trainees were required to participate in three field practices: people search visits, street evangelism and home visits.  Eight persons also were recruited as members of a control group.  They filled out the same questionnaires taken by the trainees before and after training.
