It developed out of the pastor's and the church's reflection of their theological understanding of the church and its mission. Informed by that understanding, a preliminary investigation of the status of the First Baptist Church School was undertaken.  The staff and pastor moved to develop a healthier church school.  Out of an intentional and interactive agenda came goals that were acted out in the church school's ministry.
