Assessing the needs of children and adolescents has been a largely neglected area.  A Delphi panel developed elements to be included in a tool to screen 10-18 year olds' spiritual needs and resources.  A group of children and adolescents served as a case study of the tool's use. Five youth ministers test this thesis by committing to eight weeks of urban youth ministry with three hours of peer-group reflection each week. These sessions involve didactic seminars, case conferences, theological reflection, and spiritual formation. The purpose of this quantitative and qualitative research project was to determine those factors which contributed to this chasm between youth and church and make recommendations to address the problem.  Based on survey returns, barriers to youth participation were identified.
