After conducting research into the Baptist heritage of religious freedom, the author conducted educational events in five Baptist congregations in southeastern North Carolina in which he shared part of the Baptist story in this regard. A curriculum was developed and a four-phase process of recruitment was developed and followed in order to test the thesis in one local United Methodist church.  Foster parents were recruited and began to function.  The theology undergirding the project, including a discussion of the church-state issue, is included. Based on Luther's understanding of 'the two Kingdoms', the project report discusses a person's responsibility as a steward of God's creation and the Christian's involvement in the church and the state.  A distinction is made between the management of the church as an institution and the management of ministry.
