This realization led to the development of a variety of collegial bodies in the 1970s.  The opportunities were endless as were the problems.  The author recognized the major source of the problem: the use of a secular model of decision making. The paper uses the Wesleyan quadrilateral and an analysis of the local church setting as a basis for establishing role priorities.  The paper includes ten attributes which the writer considers essential for effective ministry.  Senior ministers should take into account their strengths and weaknesses regarding these attributes in order to establish priorities in a realistic and practical manner. Course participants were pre-tested and post-tested to evaluate course effectiveness.  A t-test applied to the sample test means demonstrated that the post-test mean was significantly higher than the pre-test mean.
