The study used interviews, questionnaires and personal information to identify these factors.  The role of the Conference, the clergy and the members of the cluster were important considerations.  The views of the representatives and the churches they were from also were considered. There were a variety of interlocking factors present. The project report outlines the minister's continuing education and fellowship needs as suggested from Scripture and ministry-related materials.  The format of the project is then explored and analyzed. At any time every church has an intangible aura. Primary components including heritage, past leadership, credibility in the community, pattern of mission, degree of resistance to change, plus other factors, need adjustment to them. Secondary components, alterable, also were reflected in forty-five statements designed, analyzing synergistic 'spirit'. Three churches' leaders responded to the statements on the Likert scale. Consensus was achieved by Delphi technique.  Goals for three months' improvement were set. This thesis-project not only affirms this position but offers a stewardship plan to undergird such a ministry.  The project asserts that black Americans whose ties are to both the First World and the Third World could best spearhead such a ministry through the church using a praxis suggested by the Home Missions Movement in America. Utilizing the objectives design method, a curriculum encompassing a stewardship plan with a global perspective was presented to and ratified by participants. Research included interviews with consultants, an analysis of courses from other seminaries, and a questionnaire submitted to pastors, leaders of local church missionary fellowships, and missionaries.  The curriculum contains objectives, a syllabus, and thirty lesson outlines which make extensive use of adult education techniques.  Two pastors, two missions professors, and two mission executives evaluated the curriculum.
