In order to determine the needs of singles, data was collected from two sources.  The first source was a survey of literature on the subject and the second source was from singles, themselves, through open-ended interviews.  An analysis of a theological perspective of singleness was also developed.  The design for ministry was then developed from these sources of data. The format is a non-residential facility receiving probationary or paroled offenders referred by the court or self upon release.  The client reported twice weekly for twelve months and received spiritual and psychological support and a full range of social services for self and family.  Insights from process theology provide the theological perspective. A complex statistical study involving the chi square was used to determine the accuracy of the thesis.  A testing procedure employing the Minnesota Multiphasic Personality Inventory and the Spiritual Orientation Profile was administered to 100 lay people and 100 clergy persons and the personalities and prayer lives were examined. The author conducted a survey of Lutheran congregations in central Florida to test the theory that worship helps in the Sunday bulletin increases the comprehension of participants in the service.
