That decline corresponds to a social shift from print-based culture to dominance of electronic media. Viable witness in the twenty-first century will depend on dynamic interaction between denominational tradition, the larger church, and contemporary society. This project concentrates on three growing churches in Saigon--An-Dong, Tran Cao Van and Truong Minh Giang--to attempt to discover reasons and factors that have enabled these churches to grow under Communist oppression from 1975 to 1983.  The project includes a short, critical review of the history of Protestantism in Vietnam and a discussion of various forms of Communist persecution of religion, citing the positive and negative effects on the Protestant church. Along with the literature search, a questionnaire was distributed to all congregations within the presbytery and six case studies were conducted.  The author also investigates the relevance of the Church Growth and Small Church Movements for the Australian Church.  The major external influences focus upon the process of secularization and the cyclical movement of the growth and decline of churches within Sydney associated with the predominance of the middle class. An attempt is made to isolate some factors which make growth possible in such congregations whose constituencies are not homogeneous.  Interviews were conducted in ten congregations meeting the author's criteria for diversity and for growth/health. This project determines the value of these principles by reviewing and summarizing some theologians, including those of the Wesleyan or Nazarene tradition, identifying and evaluating the contributing factors, and determining by a case study of local Nazarene churches the value of church growth and decline principles. Using descriptive research, the author produced a handbook after examining related literature; specialized systems; philosophical, biblical, and theological principles; fieldwork; and a project utilizing a 'systems approach'.  A 'systems approach', using consensus decision making and value enhancement techniques, improves a project group's 'up-thinking', self-esteem and willingness to improve the environment.
