The author reviews the doctrine of ministry throughout the Old and New Testaments with special focus on the priesthood of all believers and baptism as the ordination of the people of God. Effective team ministry requires methods for equipping, building and involving teams.  This project outlines a biblical-theological perspective, surveys literature, describes lay ministry education programs and details the development of a team of lay ministers within a congregation. Programs, liturgical formulations or teaching cannot replace that role that each Christian has to hear another's burden and to assure him of God's grace. This paper reviews the theology of forgiveness and especially the role of the human mediator of forgiveness. A contrast is made between current systems of counseling and Christian forgiveness.
