The thesis is that in contexts where Directors of Missions relate to multiple Baptist Associations this unique model offers increased opportunities and possibilities of enhanced ministry effectiveness and relevancy while maintaining the historic/geographic associational affinities. Chapter one includes a statement of the problem in the ministry context as a rationale for assessment and response. Chapter two seeks to demonstrate a workable strategic planning 'map' employed in the author's context with possible applications for associations considering consolidation. The map demonstrates how the theological and philosophical basis for the project was developed and implemented in the author's context. Chapter three provides preliminary analysis of the project application and leadership effectiveness with extrapolation concerning the future of the Heart of Texas Baptist Network based on the preliminary responses of constituents. The primary conviction of the author is that Baptist Associationalism stands at a time-critical juncture in light of quantum change impacting the world. This quantum change demands response from associational leaders. society around them, what role should the Baptist association play in assisting the church to fulfill its mission? The purpose of this project is to provide a process to help Baptist associations develop a ministry plan that will assist member churches in meeting the ministry needs of their community. The project plan will use a study group from a selected association, the Palo Pinto Baptist Association, Texas, to act as a model. In a series of meetings, the project leader will teach the functions of an association and will lead the study group to answer four basic questions that will aid in the development of a ministry plan for the association. The study group will define the association's core values, determine the association's purpose and mission, assess the basic needs of member churches and their community and ascertain the most effective organizational structure for meeting these needs. How can a church press toward a mark if they are not looking in a forward direction?  How can they press toward a mark if the mark is not identified?  These concerns are compounded when a high percentage of the membership will be gone every two or three years.  Imagine how difficult it is to make long-range plans in a short-term community.  The goal of this project is to create a process whereby church members can envision and perform long-range ministry goals.  The Shell Point Baptist Church in Beaufort, South Carolina, is in a military town.  Surrounding the church are the Parris Island Recruit Depot, the Marine Corps Air Station, and the Naval Hospital. Military personnel are temporary and are constantly transferring or deploying for lengthy time.  This professional project is an attempt to make strategic long-range plans even though many of the church members are short-term residents.
