The model involves nation-wide research through questionnaires and interviews.  Testing was done within the context of the Atlanta-Roswell District.  The model includes a district church development plan.  Results from across the denomination show that the district superintendent's role in new church development is taken seriously; however, the clarity of the role and evaluations of performance of the superintendet are mediocore. The model was developed by a twelve-person task force from within the existing congregation using The Phone's For You as the starting point.  Effective marketing and group dynamics within the existing congregation were key concerns.  The task force participants grew in their understanding and practice of church growth and evangelism. When implemented, 170 people attended the first service. It was developed to aid academy participants in evaluating their call to this ministry and to teach team-building and leadership development techniques based on the central truth that Jesus is Lord.
