The research question was, 'how will a leadership development program affect the Council on Ministries?' three major events were implemented.  Two preparatory sessions involved present members of the COM. The concluding workshop was an orientation for newly elected members of the Council.  The conclusion is that the development of leaders is accomplished through teaching skills, sharing information , and a process of spiritual growth. There is also  presentation of the problems dealt with in the project, along with a description of the project and the process, and a theological statement from the participant.  Also included are the evaluation instruments employed, and the results obtained from the same.  The findings and implications present the writer's interpretation of the results of the project, along with suggestions for improving the content of the project the next time around.  The section on 'The Contribution to Ministry' is the summary statement of the validity of the project. Through deductive problem solving, it equips laity to identify and then to interrelate self-strenghths and interests to contextual needs.  The laity meet weekly: in pairs for mutual supervision and in large groups for lay-led Bible study and creative worship.  This project develops teamwork with a group of great diversity.
