It was used at Four-Corners Native American Ministries (Shiprock, New Mexico).  The project sought to bring the physical and spiritual needs of this area together with groups of participants who desired to share their physical and spiritual skills in partially fulfilling those needs.  The project evaluation showed that the use of the procedures in this manual enabled the participants to share their faith concretely in a work camp setting. The model is composed of two independent components which complement each other: a six-week study of Holy Communion and a Maundy Thursday Communion service.  The participant's workbooks and leader's guides are the heart of the project.  The project was tested at the Urbana United Methodist Church, where 16 persons participated in the study and 74 in the Maundy Thursday service. Results from across the denomination show that the district superintendent's role in new church development is taken seriously; however, the clarity of the role and evaluations of performance of the superintendet are mediocore. The model is a future-driven strategic planning process that helps churches gain insights into the future and develop ministries that are forward-looking and hope-filled.  Used in fourteen churches on the Adirondack District of the Troy Annual Conference (United Methodist Church), the results show creative change can occur. It also demonstrates the value of a district plan to provide planning consultations as a resource to the churches. The judicatory executive, in this case the district superintendent, is a catalyst in bringing small membership churches to use a planning process to direct their ministry. The churches in the project planned new ministries for the coming year. The district superintendent is a key catalyst in the model.  This document is part of a larger design in which the district superintendency is the bonding agent of denominational vitalization.  The model consists of three district events designed for small membership congregations: confirmation retreat; Sunday school workshop and rally; and mission project in Haiti. All three events were designed by laity and clergy persons from small membership churches in the district with assistance from district and conference staff persons.  The results showed that small membership churches will enthusiastically support ministries beyond the local church when they feel a sense of 'ownership in the
