As a result, the author proposes a protocol of things that a pastor or church leader can do before, during, and after a crisis in order for the church to be a witness and maintain the integrity of its voice in the media spotlight during times of crisis. The author studied the United Methodist response to clergy sexual misconduct by reviewing denominational and conference policies, and surveying and interviewing response team conveners. This research identified inconsistent conference policies and response, no theology of intervention, passionate response team commitment to healing, and evidence of healing following congregational intervention. A training program is provided to meet this need.  Each chapter is presented with the thesis in mind.  The first chapter presents views of specific theologians on the subject of suffering and the expected role of lay ministers to meet the needs of the suffering.  Subsequent chapters provide practical considerations for lay ministers.  The final chapter presents the development, execution, and assessment of the training program.
