A five point Likert scale questionnaire was utilized to compile the responses of thirty volunteer participants. Major findings of the questionnaire revealed that attitudes towards the development of a family life center rated favorably. The intent of this dissertation was to better understand visionary leadership, while creating a better comprehension of ways to enhance a pastor's ability to implement this important characteristic of ministry. The pastor and leaders concentrated on evangelism, and coordinated the focus on evangelism training throughout the programs of the church.  As a result, the attitudes of the people were changed.  They began looking for people outside the church to whom they could minister, and with whom they could share the message of the Gospel of Christ.  Lay leaders began to teach and empower others to reach out.
