The project reviewed current literature and interviewed a corporate personnel director and chaplain assignment officers from the US Air Force and US Navy.  The Army Chaplain School administered a questionnaire to Basic and Advanced students, and chaplain colonels completed a similar questionnaire at a senior chaplains' conference. Denominational polity is a critical factor, especially in the initial phases of a chaplain's career.  The army's accession and assignment processes are 'closed,' as in an episcopal polity, but most chaplains come from denominations that are not 'closed.' Chaplains from 'open' clergy placement systems have less positive attitudes toward the army system. It asked the question: how do clergy determine the calling of God as it relates to the decision to move to another church?  In order to develop the database necessary to answer this question, a survey was developed that elicited responses from a random sample of Baptist General Conference pastoral staff.
