Market research indicated no availability of curricula containing all six important educational elements: question, answer, supporting Scripture verse, Scripture reference, verbal explanation and/or illustration, visual illustration. Using the Delphi technique, ministry professors and practitioners recommended 892 knowledge, attitude, and skill outcomes. These were synthesized to 99 outcome statements that were rank-ordered on a Likert scale resulting in the ten most effective outcomes for each domain. The final round of the Delphi elicited preferred learning experiences and assessment techniques. Instructional objectives are stated as learning outcomes and defined in terms of specific behaviors that students are expected to demonstrate.  The author attempts to identify various aspects of the evangelistic task from which specific component skills are extrapolated.  Measurements are accomplished by the use of performance observation and by a pre-test and post-test in the form of a semantic differential taken by participants and two control groups.
